The Kachin Humanitarian Concern Committee (KHCC) signed an agreement with the National Reconciliation and Peace Centre to support the government's plan to resettle Kachin refugees who have been displaced by the ongoing conflict. The KHCC will also lead negotiations on the resettlement with the Kachin Independence Army (KIA). Government spokesman Zaw Htay said that the agreement will also need to be discussed with the Tatmadaw ahead of ceasefire talks with the KIA on 30 April. Myanmar Times

Burma's Disaster Management Department announced that severe windstorms destroyed hundreds of homes and monasteries and other structures across the country in early April. At least two people were killed and over 4,000 displaced by the storms, with the worst damage reported in Sagaing Division. Myanmar Times

Two weeks after the UN Refugee Agency announced that Chin refugees still require international protection, the Australian Embassy in India has resumed resettlement interviews of Chin refugees living in the country. About 30 families have been interviewed so far according to Salai Cung Dawt, head of the Chin Human Rights Organization office in New Delhi. Over 1,000 Chin refugees have been reissued UN ID cards since last month. BNI

Burma migrant rights activist Ye Min will be transferred to Phetchaburi prison following his release from a Thai immigration detention center instead of being deported to Burma as originally expected. A Thai court ordered him to be detained until June after his lawyers failed to attend a hearing on a fraud case on 27 March. Ye Min was intially arrested in October 2018 on several charges - including defamation, fraud and overstaying his visa - but was transferred to the immigration detention center for deportation on 15 March after serving five months in Samut Prakan Prison. The Chin National Front and the International Committee of the Red Cross (ICRC) met in Rangoon/Yangon on 28 March to discuss support for internally displaced people (IDPs) in Paletwa Township, Chin State. About 2,040 people from 11 villages have been displaced by clashes between the Arakan Army and the Tatmadaw. The Chin National Front asked the ICRC to open an office in Paletwa and provide safety training and humanitarian aid - particularly food and medicine - to the IDPs and others trapped in conflict zones in Chin State. The Human Rights Commission of Malaysia (SUHAKAM) and Fortify Rights published a report on 27 March documenting the human rights violations suffered by Rohingya and Bangladeshi refugees who were trafficked in to Malysia and Thailand. The report, Sold Like Fish, is based on interviews with 270 victims and government officials. The authors of the report noted that this study should complement an internal review initiated by the Malaysian government earlier this year into the 2015 discovery of a mass grave of trafficked Rohingya in Perlis State. Human Rights Watch (HRW) released a report on 21 March detailing the growing number of young Kachin women who are trafficked as "brides" to China. The report, Give Us a Baby and We’ll Let You Go: Trafficking of Kachin ‘Brides’ from Myanmar to China, is based on interviews with 37 trafficking victims who were sold for US$3,000 to US$13,000. The women were often repeatedly raped until they became pregnant, with some allowed to return home if they left the child behind. HRW recommended that the governments of Burma and China work together to close trafficking channels, address economic challenges of at-risk women, and invest in support services for trafficking victims. On 13 March, a 50-year-old man died from a lung condition in an internally displaced persons (IDP) camp in Chipwe Township, Kachin State after being unable to receive treatment at the local hospital. His death underscores the lack of medical care available in Chipwe Township. The hospital only has one doctor, who is unable to visit patients in the township's two IDP camps, and the facilities lack sufficient medicine and equipment. BNI

On 14 March, the UNHCR declared that it will maintain Chin refugee status in light of the worsening violence in southern Chin State. The agency announced the removal of protections for the over 18,000 registered Chin refugees in June last year. Mizzima

More than 130,000 migrant workers returned to Burma from Thailand since the middle of 2018 according to the Myanmar Labour Attache Office in Bangkok, including 3,090 in February 2019 alone. A migrant rights advocate reported that many of the workers are fleeing Thailand to avoid a crackdown on undocumented migrants. The Thai police arrested over 400 people with fake papers, including 240 from Burma, as part of the nationwide "X-Ray Outlaw Foreigner" operation last month. Myanmar Times

On 4 March, a fire destroyed over 30 houses at the Nu Po refugee camp in Tak Province, Thailand. According to the Border Consortium, the camp houses around 9,000 refugees from Burma, more than 80% of whom are ethnic Karen. Bangkok Post

Thailand's Department of Employment has ordered Chow Steel Industrial Plc to compensate 292 Burmese migrant workers that were laid off when the factory closed for renovation recently. The company will have to pay ฿12 million (US$380,890) to the workers based on their years of service. Thai and Burma labor officials are attempting to find new employment for the unemployed workers before the Songkran holidays start on 13 April. Myanmar Times

A nationwide outbreak of measles infected about 1,300 people across Burma as of mid-February, resulting in the death of a young child in Mandalay, the Public Health Department announced on 27 February. Around 50% of the cases were reported in Rangoon/Yangon Division due to a lack of full immunization coverage in four townships. Xinhua

Around 575 Karenni and Karen refugees returned to Burma from five camps in Thailand beginning on 20 February. This is the third batch of refugees to return under a voluntary repatriation scheme facilitated by the UNHCR since October 2016. The UNHCR provided cash and food assistance to the returnees, who will return to their native villages after receiving proper paperwork from the Burmese authorities. BNI

The World Food Programme (WFP) increased monthly cash assistance to internally displaced people (IDPs) in Northern Shan State, Network Media Group reported on 22 February. The increased aid was distributed to IDPs living in four camps in Kutkai, Muse, and Namkham townships. Aid for 18 to 50 year olds grew from 7,500 to 10,000 kyats and aid for people younger than 18 and older than 50 grew from 15,000 to 20,000 kyats. Camp administrators believe this may be the result of a discussion with WFP staff in late 2018. BNI

On 30 January, police in Rangoon/Yangon arrested six suspected human traffickers following complaints from deported migrant workers. The suspects were allegedly working for an employment agency called Chiang Mai Co Ltd, which sent over 1,000 migrant workers to Thailand with fraudulent paperwork after charging K1 million (US$660) in service fees.
