Radio, television,
and newspapers, and other forms of mass communication should
provide sufficient coverage of the candidates’ and
political parties’ opinions and ideas in order that
voters receive adequate information to enable them to make
an informed choice.

State
authorities should not unjustifiably limit the reporting
activities of the media. Media correspondents and reporters
should be protected from attacks, harassment, or intimidation.

State-owned
media should provide equitable access to all candidates
and political parties.

Media coverage
Media
coverage of the electoral process should be fair, balanced,
and impartial so that the public are informed of the whole
spectrum of political opinions and ideas.
